How to get a small photo inside a 4x6 photo template so it can be printed?

I am doing a collage project and I need to print many many pictures for it. Since 4x6's are the cheapest that is how I want to go about doing it. But the photos I need have to be much smaller than a 4x6. I have them all re-sized correctly and I know that there is somehow a way to put them into a 4x6 template so that there is white space. So that when I have them printed I can just cut off the extra white space and have the correct size photo that I need. But I'm not exactly sure of how to do this. I do not have any fancy editors but I'm willing to download any free ones or use an online one. But can someone please give me instructions! Right now what I have on my computer is microsoft paint and picasa. If I didn't explain this good enough let me know and I'll try to rephrase myself better because I know this is probably confusing. Someone please help?

In Microsoft Paint, open up a photo that is exactly 4X6. That's your template. If you don't have one that's exact, you can open any old photo and click "image" and "attributes" to find out its size, and then "image" and "resize-skew" to resize it to 4X6.



You can use the paintbrush tool to color it white or any other color, but since you'll be cutting it away, it doesn't really matter, right?



Now click "edit" and "paste from". Find one of your smaller pics and double click it. It'll appear on top of the template. Re-position as necessary and save it by clicking "file" and "save as...".



Then hit the delete key and the smaller pic will disappear but the template will stay, so you can go get the next one and so on.

I don't know concerning the shops however i use a program here that prints sheets of pockets measurement, 2x3. Probably that you may ask them about that. Or that you can get program in an effort to do it for you.

You can insert a text box in the proper size, and then size the picture to fit the box. You can actually do it in Word if needed.
