You pretty much have to write and mail a letter to each department you are interested in. Include a self addressed legal size envelope and most of them will put postage on for you. Address the letter and the envelope to the police chief (or sheriff, basically the head of the department) When I worked at a large PD, in 10 years I never saw them refuse anyone who contacted them like this. Most departments have a webpage that has thier mailing addy for you.

Most police stations don't like it when patch collectors call and ask for patches..... I'm sure it's because they are busy with police related stuff... But when their not I'm sure they need to make sure the bakery is still making good doughnuts....
Have you tried ebay? I've seen a lot of police patches on there.
