Hmm. I live in Australia so cannot refer you to a place in Ireland, but I can tell you that you can make a Mod Podge substitute using a white glue like Elmer's Glue (it may be named something different to that in Ireland). Here's a page about how to do that:

First, the brand of decoupage medium called Mod Podge is just thinned-down "permanent white glue" (also called "PVA glue").

You may have other brands of decoupage medium in the U.K. (like Collage Pauge or Clear Seal now put out by Dahler Rowney, etc). Royal Coat is another one sold in the U.S., for example, or just ask at an art supply store which glue/finish is used for doing "decoupage" --or make decoupage medium yourself at home by thinning PVA glue with water.

The most common brand of inexpensive brand/line of permanent white glue in the U.S. is called Elmer's GlueAll.

In the UK you may have another brand like Fevicol, etc, but same thing. In the U.S., those kinds of glues are often just referred to as "craft glues."

That kind of glue is also often used as an ingredient in various kinds of homemade "clays" like salt dough clay and various paper-based clays, and often to make papier mache.

Btw, all of those dry clear as long as they're applied fairly thin.

However, those brands of liquid adhesives (including Mod Podge) are the weakest PVA glues after drying, so for most "jewelry" it would be better to use stronger brands of PVA glue or to use other kinds of glues (depending on what you're doing when making jewelry).

Even the inexpensive PVA glues though are fine for using with porous materials like paper/etc, which won't get too much stress after drying like some items categorized as "crafts."

If you're interested in more info about various glues to use in various situations, as well as better "clear finishes" or sealers than ModPodge/etc, check out my previous answers here and the links in them:
