Acrylic is, because its easy to mix and it drys faster than oil. It is much easier to clean.
The one primer that you should get is called "Gesso". Brush it on your canvas, about two coats at the beginning, before you paint.
You must let it dry!

Both have their merits and you're definitely going to want to try both at some point to find out which you like better, but acrylics are easier to wash up after and dry in faster time, definite advantages for a beginner.
You should always prime your canvas. If you're going to be using both oils and acrylics, make sure you use a gesso that's good for both.
I mostly paint in watercolors and gouache myself: I would highly recommend these media for beginners because they definitely help you improve your stroke technique.

Depending upon where you buy your canvas, it may already be primed for you. Check it out or ask wherever you buy/bought it.
As for which to start with, it's a personal choice.

I'm taking up drawing and painting again, and i find acrylic more easier than oil,,,but i suppose it's what you prefer that counts
