Crochet pattern help? What does "inc 2, inc 4, inc 2" mean?

It's the 9th row, and it says "inc2, inc4, inc2; sc around (26)" I'm confused about it... Does it mean I do 2 sc in one stitch, and then 4sc in the next stitch, and then 2 sc in the third stitch?

It means you do 2sc in each of next 2 sts (inc 2) then do 2sc in EACH of next 4 sts (inc 4) and 2 sc in each of next 2 sc. So you'll work over a total of 8 sts. then sc in last 10 sts, this will give you 26 sc.
inc 2 means you increase 2 stitches, inc 4 means increase 4 stitches, but you don't perfom increases all in one stitch. This would make the item pucker and not shape smoothly. You increase one stitch in each stitch (by doing 2 sc in a stitch), until desired number of increases are worked.
There are exceptions to this and your pattern could be one where you should do it in one stitch, which would be 3sc in next st, 5 sc in next st, 3 sc in next st. But I would have to see the pattern to know.

I think you're almost right. What I'd do is 3 sc in the first stitch, then 5 sc in the next and 3 sc in the third--then one in each sc around.
It appears that you're shaping the hand. The previous row narrowed down the hand, and this row adds the thumb. I think the stitch sequence you're doing adds the extra stitches to create the "bump" for the thumb.

in the 9th row for an example it wants an increase so in the next sc that comes up make 2 single chains in that space. In the very next sc make 4 and in the next 2sc as you stated. Count to see if you have the 26 stitches when you finish that row.
